EU to present final proposal next week on frozen Russian assets; Commission says it understands concerns

The European Commission will publish the legal text of its final proposal in the coming days and is working with member states and Belgium on options to finance Ukraine for 2026–2027.

The European Commission responded today to a letter from Belgian Prime Minister Mart De Wever warning that using frozen Russian assets could threaten a potential peace agreement.

Commission spokesperson Paola Pino confirmed that the Commission has received the letter and is carefully examining the issue. She said the Commission is working with all member states and with Belgium to explore options for financing Ukraine for 2026–2027.

Pino stated that "the Commission is preparing the plan that has been sent to member states and the aim is for all positions to be compatible with the decisions that will be taken." She also revealed that the legal text of the final proposal will be provided in the coming days.

Describing the situation as "uncharted waters," Pino said the Commission understands the existing concerns and emphasized that any decisions must be acceptable to all member states.
